Abstract

Besides being as important as pre-service training, teachers' in-service training is a concept that has become quite foreground in the field. It is quite important to identify how teachers' in-service training has been mentioned in The National Education Councils, being the advisor of Turkish National Education, and Development Plans, deciding the policies related to essential services of the country such as education and health care, and how those decisions have been reflected in practice. The aim of this study is to reveal which decisions were taken related to teachers' in-service training in The National Education Councils and Development Plans and how those decisions have been reflected in practice.As the result of the document review, it was found that a great number of decisions were taken in The National Education Councils but those decisions couldn’t be put into practice adequately. Moreover, it was found that teachers' in-service training was not mentioned enough in Development Plans and no specific policy about it was made, and these results clear up why in-service training of teachers still cannot reach the desirable level.
