Abstract

As the same all over the world, in Turkey there are pressures on rural area which can cause loss of agricultural areas. We encountered problems such as rural-urban migration, landownership in the past because of the change in neoliberal politics axis of statis manner, today we encounter possible problems of new possessive rural area management which does not take form in healthy bioethics and biopolitics limits and removing the obstacles with the legislative regulation. The approaches which are not discussed enough before the society, the components of which are only authority of community wouldn’t be a solution to the problems of rural areas furthermore, it can possibly deepen the problems. Making every place into urban land seeming the approach’s work which is based on reducing rural-urban division wouldn’t eliminate social inequality, furthermore; it has risks causing big loss of agricultural areas in Turkey. The potential of agricultural areas which has geopolitics importance in the progress of many developed countries is insufficient for Turkey. The agricultural and breeding activities on these insufficient and unrepairable areas have the climatization function as well as feeding function of the population and this raises the importance of agricultural areas.
