Abstract

The primary aim of this study is to diminish recidivism and by reviewing the conducted researches on the prevention of crimes focusing on the protection of society within the framework of civil society and social state, to compare the similar actions made in Europe and USA and Turkey. To do this, the literature on the topic of the relevant institutional structures of Turkey and foreign countries is evaluated in a comparative understanding. Anyone who once experiences a position of defendant in legal field, though in later stages did not carry any title of either prisoner or convicted, was subjected to a negative assessment in social and labor market relations. It might be proper to say that criminals are in a sense retributed by the labor market after they paid the penalty of their previous crimes. Ex-convicted people are stigmatized and thereby cannot easily participate into the labor market. Ex-convicts are subjected to a single classification in this market. They are evaluated as merely people who commited an offense. On the other hand, as researches show, the most effective way to prevent relapsing into committing a crime is to donate one with a profession.
