Abstract

Napoleon Bonaparte of France was not welcomed by some states for the strategy of border expansion. For this reason, the European states became united against France, fighting against Napoleon. In this period, when the Ottoman Empire entered new quests to provide order because of diminishing income and declining territories, European countries completed the industrial revolution. The early 18th century Austro-Russian and Russian-French alliances ended after a while. In this period, the world leadership race between the European states began. The Vienna Congress of 1815 laid the groundwork for the rebirth of the interstate alliance. The Oriental problem has started to be remembered at the conclusion of this congress and the new world order that will be formed by drawing boundaries has been taken as basis and policies have started to be formed in this direction.
