Abstract

Anti-poverty policies and programs in Turkey are designed where women become entitled to benefit from social welfare programs based on their roles of wife and mother in the family. Since these policies are gender blind by design and do not intend to transform unequal gender relations offer partial support to women. Without taking into consideration the unequal position of women in the family and challenging women’s caregiver role, all these efforts to reduce poverty appear to be in vain. Therefore, anti-poverty policies and programs should focus to expand women’s capabilities in order to enable women’s emancipation. This study examines anti-poverty policies and programs in Turkey through gender equality perspective and points out the aspects to be focused on in order to expand women’s capabilities.
