Abstract

Open Government Partnership (OGP) is an initiative founded by eight countries under the leadership of the USA in 2011. These founding countries are the USA (co-president), Brazil (co-president), Indonesia, Mexico, Norway, the Phillipines and the United Kingdom. Today this initiative has more than 70 members. The main purpose of open government partnership is that the citizens should get best public services by improving the management quality of the governments. In addition to this, by providing transparency, performing more quality and more reliable services to the citizens, preventing corruption by enhancing the accountability are other target goals of OGP. Turkey joined this initative in 2011 and in this context issued a circular letter which included plan, programmes and strategies regarding the partnership on official gazete in 2013. National action plan of Turkey was very important from the public administration point of view. However, subsequent process didn’t proceed as planned and Turkish membership of OGP was cancelled in 2017. In this study we will discuss the process of open government partnership in Tukey, importance of it for Turkish public management and what can be done for future. We will also give some recommendations to Turkish government.
