Abstract

Law No. 5018 of 2003 obligated all public organizations to prepare organizational strategic plan. For successful and effective implementation of the strategic plans, it is important which method is used for formulating strategic plans. The basic question in this process is the role of senior management and stakeholders / employees in the design of organizational strategic plan. In literature, there are different models for designing strategic plans. These methods are classified as top-down methods in which top managers are dominant and bottom- up method in which stakeholders / employees actively participate. The main purpose of this study is to share experiences which are acquired during strategic planning process of a public organization. In this process, both top down and bottom up approaches are utilized together. Depending on this experience, we suggest that the bottom up approach should be used for situation analysis and top down approach should be used for future direction.
