The cases that can not be solved in local courts are concluded here because Divan-i Hümayun is the highest judicial authority of thestate. Divan-ı Hümayun is a solution center where everyone complains regardless of the nationality and religion. The weakening of the central authority has led to an increase in illegal administrastions. This situation brought the increase in complaints. Complaints sent to the center were previously registered in Mühimme Defters, but since 1649, a new type of book was created in the name of Şikâyet Defters. In 1742, it was aimed to constitute a quick solution to the problem by forming Ahkâm Defters. In these books, the main complaints of the people are receivables, grooms, foundations, common crimes, grievances against ruling classes, information about banditry attorneys.
