Abstract

In the sense of social municipality, municipalities undertake the function of providing justice and equality of the social state. The approach of social municipality to elderliness is directed towards active aging and aging in place from help and care services. In this study, data on elderly services are evaluated in 2013 and 2017 activity reports of metropolitan municipalities of Istanbul, Ankara, Izmir, Bursa and Antalya. Content analysis method was used in the research. Writing the annual reports in different formats and diversifying of services made difficult the numeric comparisons. The diversification of the problems in the changing social structure with the increase of the elderly population is reflected in the services of the municipalities. In the reports, it is followed that the local practice examples of active aging and aging in place policies, as in the aging countries of the world. However, the lack of systematic studies, project-based execution and failure to transfer to the next year were seen as the most important problems. Although active aging and aging in place policies are difficult and costly to be implemented locally by the central government, the central government-oriented design does not make the local municipal experiences sustainable. Locally creating and implementing safe, accessible service design for the elderly people in their environment will also reduce the care burden of central government.
