Abstract

This study aims to reveal the structure of the collaboration network among the actors involved in the implementation of essential social policy services at the local level. In this context, a survey was conducted with 133 institutions involved in social policy activities in Kocaeli. Collected data were analyzed using UCINET 6 program. While density and size analyzes were performed on the network basis, degree centrality, betweenness centrality and eigenvector centrality analyzes were performed on actor basis. In terms of essential social policy areas, the smallest network occurs in the housing area with 82 connections, while the largest network is the social service network with 1115 connections. The network with the highest density is the housing network with 4%. The lowest density network is social assistance network with 1.8%. Collaboration networks in housing, education, health and social services are integrated. However, there are two diads that are disconnected from the whole network in the social assistance area. While public institutions are at the center of the network in all areas of social policy, private sector and non-governmental organizations are located around the network.
