Abstract
Bu çalışmada, Türkiye’nin kuruluşundan bu yana planlamanın uygulama dönemleri ele alınarak planlama anlayışının değişim süreci analiz edilmektedir. Planlı dönem olarak ifade edilen yıllarda Devlet Planlama Teşkilatı (DPT) öncülüğünde planlar hazırlanmıştır. 2011 yılında Kalkınma Bakanlığı kurularak DPT’ye son verilmiştir. Bu çalışmada Kalkınma Bakanlığı’nın hangi gerekçelerle kurulduğu ele alınmış ve politika değişimine bağlı olarak Avrupa Birliği’nin etkisinde gelişen planlama anlayışı ortaya konmuştur.

Abstract
In this study, change process of planning is analysed by considering the implementation periods of planning since the establishment of Turkey. During the years expressed as the planned period, plans were prepared under the leadership of the State Planning Organization (SPO). SPO was abolished by establishing of Ministry of Development in 2011. This study deals with the reasons for the establishment of the Ministry of Development and the understanding of planning developed under the influence of the European Union has been revealed in accordance with the policy change.
