Abstract
Kamu yönetiminde büyük bir değişim ve dönüşümün yaşandığı son yıllarda Türk kamu yönetiminin de bu değişim ve dönüşümden etkilendiği görülmektedir. Yeni Kamu Yönetimi (YKY) olarak adlandırılan bu süreç ve bu süreç içinde önemli bir yeri olan yönetişim yaklaşımı kamu yönetimi anlayışını derinden etkilemektedir. Türk kamu yönetiminde son yıllarda yapılan birçok hukuki düzenlemede yönetişim yaklaşımının etkileri açıkça görülmektedir. Yükseköğretimin en önemli paydaşı olan öğrencilerin yönetime katılabilmesi demokratik bir üniversite anlayışının yerleşmesinde büyük bir öneme sahiptir. Bu anlayışla yükseköğretim alanında hukuki düzenlemeler yapıldığı görülmektedir. 2005 yılında 2547 sayılı yükseköğretim yasasına dayanılarak çıkarılan “Yükseköğretim kurumları öğrenci konseyleri ve yükseköğretim kurumları ulusal öğrenci konseyi yönetmeliği” ile öğrencilerin kendi aralarında kurdukları öğrenci konseyleri hukuki bir zemine kavuşmuştur. Öğrencilerin meşru temsilcileri aracılığı ile üniversite yönetimlerinde söz sahibi olmaları demokratik üniversite anlayışının gelişmesinde önemli bir faktördür. Öğrenci konseylerinin olumlu rolüne karşılık pratikte pek etkili olmadıkları, öğrencilerin yönetime katılmada isteksiz oldukları, öğrenci konseyi seçimlerine ilginin zayıf kaldığı görülmüştür. Pratikteki bu durum öğrenci konseylerinin kısa bir geçmişe sahip olması, öğrencilerin konu hakkında yeterli bilgilerinin olmamasına bağlanabilir. Öğrenci konseylerinin gerekli etkinlik seviyesine ulaşması için öğrencilerin bilinçlenmesi, üniversite yönetimlerinin yönetime katılmayı özendirmesi ve hukuksal altyapının güçlendirilerek öğrenci konseylerinin haklarını güçlendirmesi gerekmektedir.
