Abstract
Bu çalışmada, hükümet sistemleri ile Türkiye’de uzun yıllardır devam eden, sistem değişikliği ve başkanlık sistemi tartışmaları incelenmektedir. Başkanlık sisteminin, Türkiye için uygulanabilir olup olmadığı ya da ülkede parlamenter sistem içerisinde kalmak suretiyle sorunların çözülüp çözülemeyeceği çalışmanın temel sorunsalıdır. Hükümet sistemlerinin neler olduğu, kuvvetler ayrımına dayanan hükümet sistemlerinin tarihsel süreci, Türkiye’de parlamenter sistemin gelişimi analiz edilmektedir, Türkiye’de hükümet sistemi değişikliği tartışmalarına ve son olarak başkanlık sisteminin uygulanması durumunda doğabilecek muhtemel sonuçlara da bu çalışmada değinilmektedir. Ayrıca çalışma ile ülkemizin anayasal serüveni doğrultusunda siyasal rejim arayışına ışık tutmak ve bu yolla Türkiye’nin istikrarsızlığının aşılması için önerilen başkanlık veya yarı-başkanlık rejiminin çözüm olup olamayacağını farklı görüşler çerçevesinde irdelemek amaçlanmaktadır.

Abstract
Government systems, change of system and presidential system that has been argued for a long time in Turkey will be examined in this study. The main problematique is whether the presidential system can be carried out or not, if parliamentarism is maintained, the problems can be solved or not in Turkey. Systems of government, historical process of government systems based on division of powers, changes of system of government, prospective results, and historical process of parliamentarism in Turkey will be examined in light of constitutions. This thesis aims at shedding light on political regime explorations under the light of our country’s constitutional adventure and by doing so, to evaluate presidantal or semi-presidential regime which is suggested as an alternative solution in order to get rid of destabilization problem in Turkey by taking different point of views into consideration. Data compension and literature survey methods have been aplied in this study.
