Abstract

This research paper has analysed the theoretical aspects and dimensions of the EU’s External Migration Policy and its implications for the transit countries and the countries of origin by focusing on the case of the Kingdom of Morocco as a country of origin and a transit country considered to be the closest African country to the European territories. In this research, the methodology of the empirical study has taken an important place. For this reason, the external migration policy of the European Union towards one of its neighbouring countries and one of the transit countries for irregular migrants was examined from an empirical and qualitative perspective. As a result, it is necessary to make the analysis based on various data from articles, newspapers, reports of international organizations, academic works of some scholars on the issue of migration, and other statistics and data regarding the numbers of refugees, irregular migrants and the dead bodies found in the Moroccan and Spanish Mediterranean coastlines using Morocco as a transit country to cross illegally to European territories.

Bu araştırma makalesi; Avrupa Birliği’nin Dış Göç Politikasının teorik yönlerini ve boyutlarını, bunun transit ülkeler ve menşe ülkeler üzerindeki etkilerini ele almaktadır. Bunun yanı sıra, Avrupa Birliğine en yakın Afrika ülkesi olarak kabul edilen, bir menşe ülke ve transit ülke olarak Fas Krallığı örneği analiz edilmiştir. Bu araştırmada ampirik çalışmanın metodolojisi önemli bir yer tutmuştur. Bu nedenle, Avrupa Birliği'nin komşu ülkelerden ve düzensiz göçmenler için geçiş ülkelerinden birine yönelik dış göç politikası ampirik ve nitel bir bakış açısıyla incelenmiştir. Bu araştırmada; makalelerden, gazetelerden, uluslararası kuruluş raporlarından, bazı bilim adamlarının göç konusundaki akademik çalışmalarından yararlanılmıştır. Ayrıca  Fas Krallığı (Geçiş ülke olarak) üzerinde yasadışı yollardan Avrupa Birliği’nin topraklarına geçmeye çalışan mülteci, düzensiz göçmen, Fas ve İspanya'nın Akdeniz kıyılarında bulunan cesetlerin sayılarına ilişkin diğer istatistikler incelenmiştir. Son olarak, verilerden elde edilen ampirik çalışmalara ve nitel analizlere de yer verilmiştir.
