EKOLOJİK TOPLUM İZLEĞİNDE YÖNETSEL VE İKTİSADİ AÇIDAN AVRUPA YEREL YÖNETİMLER ÖZERKLİK ŞARTI: YAPISAL FARKLILIKLAR-YÜZEYSEL BENZERLİKLER

Abstract
Çalışmada, Avrupa Yerel Yönetimler Özerklik Şartı, Ekolojik Toplum anlayışı özelinde sorunsallaştırılmaktadır. Bu bağlamda öncelikle Murray Bookchin’in Ekolojik Toplum düşüncesinin yönetsel ve iktisadi yapısı ortaya konulmuş, ardından Avrupa Yerel Yönetimler Özerklik Şart’ının içerdiği adem-i merkeziyet ve ekoloji kavramlarının Ekolojik Toplum anlayışından dilsel ve iletişimsel olarak nasıl farklılaşarak yeni bir anlama büründüğünün izi sürülmüştür. Bu bağlamda çalışmanın ilk bölümünde, Bookchin’in Ekolojik Toplum düşüncesi yönetsel ve iktisadi açıdan incelenerek, Ekoloji hareketinin dayandığı adem-i merkeziyetçiliğin yönetsel ve iktisadi yapısı ortaya çıkarılmış, ikinci bölümde adem-i merkeziyetçilikten doğarak küresel bir yönetim ve iktisat anlayışına örnek oluşturan Avrupa Birliği projesinin bir ayağı olarak Avrupa Yerel Yönetimler Şartı incelenmiş, üçüncü bölümde Yerel Yönetimler Şartı Ekolojik Toplum düşüncesi temelinde tartışmaya açılmıştır.Sonuç olarak Avrupa Yerel Yönetimler Özerklik Şartı’nda adem-i merkeziyet ve ekoloji kavramlarının Ekolojik Toplum düşüncesinden farklı olarak yeni tahakküm mekanizmaları yaratmak ve küresel kapitalizmin büyüme yönsemeli ekonomi anlayışını desteklemek üzere kullanıldığı tespit edilmiştir. Bu durum güneş ve rüzgarın da metalaştırılabilmesinin önünü açmıştır.

Abstract
In the study The European Charter of Local Self-Government is problematized in the context of the concept of Ecological Society. In this context, firstly, the managerial and economic structure of Murray Bookchin's thinking of Ecological Society has been put forward. It was then traced to a new understanding of the concepts of decentralization and ecology within The European Charter of Local Self-Government, from the concept of Ecological Society to how it differentiated linguistically and communicatively. In this context, in the first part of the study, Bookchin's idea of Ecological Society was examined from a managerial and economic perspective, and the managerial and economic structure of decentralization on which the Ecology movement is based was revealed. In the second part, the European Charter of Local Self-Governments was examined as a pillar of the European Union project, which emerged from decentralization and set an example for a global management and economic approach. In the third section, the Charter of Self-Local Governments is discussed on the basis of the idea of Ecological Society. As a result, it has been found that in The European Charter of Local Self-Government, the concepts of decentralization and ecology have been used to create new mechanisms of domination different from those of Ecological Society and to support global economic growth-oriented economics. This has opened the way for the commodification of the sun and the wind.
