Abstract
Bu çalışmada gözetim olgusunun tarihsel seyri üzerinde durularak mahremiyet ile olan ilişkisi incelenmektedir. Gözetim mekanizmalarının toplumu disiplin altına almak ve toplumsal denetimi sağlamak gibi işlevleri bulunmaktadır. Gözetim iktidar için önemli bir tahakküm aracıdır. Bu durum bireyler üzerinde hegemonya kurulmasını beraberinde getirir. Bu anlamda kendi dinamiği içerisinde inşa edilen pratiklerin anlaşılmasında, gelişim seyrini ortaya koymak ve farklı teorisyenlerin kuramları üzerinde durmak önemlidir. Post-Panoptikon çağında gözetim araçlarının zaman içerisinde bireyin mahremiyet alanlarını ihlal etmesi temel hak ve özgürlüklerin sınırlandırılması noktasında önemlidir. Mahremiyetin görece sınırlanması ve günümüzdeki dönüşümü, özel alan kavramı ve kamusal alanı kavramlarının gündeme getirir. Mahremiyet algısının değiştiğinin altı çizilirken aynı zaman da gözetim pratiklerine bireyin kendi rızasıyla sınırlarını bulanıklaştırarak katkı sağlaması da söz konusudur. Özel alanın kamusal alan içerisinde gün geçtikçe ortadan kalkması bu çalışmanın temel belirleyeni olmuştur. Bu anlamda çalışmada gözetim toplumunu ele alırken aynı zamanda mahremiyetin dönüşümünü de tarihsel ve sosyolojik perspektiften incelenmesi amaçlanmaktadır.

Abstract
This article focuses on the historical course of surveillance and examines its relationship with privacy.Surveillance mechanisms have functions such as disciplining the society and providing social control. Surveillance is an important tool of domination for power. This situation brings about the establishment of hegemony over individuals. In this sense, it is important to focus on the theories of different theorists in order to reveal the course of development and to understand the practices built within their own dynamics. In the post-Panopticon era, the fact that surveillance tools violate the privacy areas of the individual over time is important in limiting fundamental rights and freedoms. The relative limitation of privacy and its current transformation brings up the concepts of private sphere and public sphere. While underlining that the perception of privacy has changed, it is also possible to voluntarily contribute to surveillance practices by blurring the boundaries of the individual. The disappearance of the private sphere in the public sphere day by day has been the main determinant of this study. In this sense, it is aimed to examine the transformation of privacy from a historical and sociological perspective while considering the surveillance society in this study.
