Abstract
İnsani, siyasal, toplumsal ve ekonomik etkileri barındıran Rusya-Ukrayna Savaşı; Avrupa Birliği (AB) - Rusya ilişkilerini çok boyutlu etkileyerek Avrupa’daki güvenlik algısını yeniden inşa etmiş, AB’nin küresel aktörlüğünü meşrulaştırması için fırsat olarak nitelendirilebilecek konuma evrilmiştir. AB’nin Rusya'ya yönelik kapsamlı yaptırım paketleri uygulamasıyla, karşılıklı ilişkilerin temelini oluşturan ekonomi ve enerji alanlarındaki bağımlılık olumsuz yönde etkilenmiştir. AB ülkeleri arasında Rusya ile ticaretin askıya alınması ve komşuluk politikası kapsamında yer alan Ukrayna’nın Birliğe başvurması ile beraber genişleme politikasında değerlendirilmesi, AB Üye devletleri arasında da farklı kaygıları ve tutumları beraberinde getirmiştir. AB'nin Avrupa Komşuluk Politikası'nın (European Neighborhood Policy-ENP) yeniden gözden geçirilmesi konusu gündeme gelmiştir. Bu bağlamda çalışmanın amacı; halen güncelliğini korumakta olan Rusya-Ukrayna Savaşı’nın uluslararası etkilerini tartışmak, ENP ekseninde AB’nin küresel aktörlüğünü değerlendirmek ve Ukrayna’nın olası AB üyeliğini irdelemektir. Söz konusu savaşın çok boyutlu incelenmesi yaşanılan insani krizin önlenmesi adına önem atfetmektedir. Bu çerçevede literatüre katkı sağlaması amaçlanan bu çalışmada betimsel araştırma yöntemi kullanılmıştır.

Abstract
The Russia-Ukraine War, which had humanitarian, political, social and economic impacts, affected European Union (EU)-Russia relations in multiple dimensions, rebuilt the perception of security in Europe, and evolved into a position that can be described as an opportunity for the EU to legitimize its global actor status. As the EU imposed comprehensive sanctions packages against Russia, the economic and energy dependency that forms the basis of mutual relations was negatively affected. The suspension of trade with Russia among the EU countries and the application of Ukraine, which is within the scope of the European Neighborhood Policy, to the Union and its consideration in the enlargement policy have brought about different concerns and attitudes among the EU Member States. The issue of revising the EU's European Neighborhood Policy (ENP) has come to the agenda. In this context, the aim of this study is to discuss the international implications of the ongoing Russian-Ukrainian war, to evaluate the EU's global actor status in the context of the ENP, and to examine Ukraine's possible EU membership. The multidimensional analysis of the war in question is important for the prevention of the humanitarian crisis. In this framework, this study, which aims to contribute to the literature, uses descriptive research method.
