Abstract
Sosyal politika kurumsal haliyle “refah devleti” uygulamaları olarak literatürde yer edinmektedir. Sosyal politika tarih boyunca refah devleti düzeyine ulaşana kadar çeşitli yollarla uygulanmıştır. Tarih boyunca hayırseverlik, kültürel yapılar, ideolojiler, savaş ve kriz gibi olağanüstü hâl durumları dahil birçok etken sosyal politikaların oluşumuna, gelişimine katkı sağlamıştır. Çalışmada sosyal politikaların varlığı, geçmiş dönemden itibaren günümüze kadar etkileşimi ve yayılma süreci nedensellik ilişkisi kurularak analiz edilmiştir. Bu analizde çağımızın önemli dinamiği olan küreselleşme süreci de incelenmiş ve sosyal politikayla ilişkisi somutlaştırılmıştır. Bu noktada uluslararası kuruluşların sosyal politikayla olan ilişkisi ve küreselleşme süreci ile öne çıkan sivil toplum olgusuna dolayısıyla sivil toplum ve sosyal politika ilişkisine değinilmiştir. Çalışmada sosyal politikanın oluşum, gelişim ve kurumsallaşma süreci tarihsel olaylar silsilesi şeklinde analiz edilmiştir. Sosyal politikaya etki eden faktörlerin yanı sıra sosyal politikanın uygulayıcısı olan devletin değişen rolü de vurgulanmıştır.

Abstract
Social policy, in its institutional form, takes place in the literature as “welfare state” practices. Social policy has been implemented in various ways throughout history until it reached the welfare state level. Throughout history, many factors have contributed to the formation and development of social policies, including philanthropy, cultural structures, ideologies, and emergency situations such as war and crisis. In the study, the existence of social policies, their interaction and diffusion process from the past to the present were analyzed by generating a causal relationship. In this analysis, the globalization process, which is prominent dynamic of our age, was also examined and its relationship with social policy was concretized. At this point, the relationship between international organizations and social policy and the phenomenon of civil society, which comes to the fore with the globalization process, and therefore the relationship between civil society and social policy, were mentioned. In the study, the formation, development and institutionalization process of social policy was analyzed as a series of historical events. In addition to the factors affecting social policy, the changing role of the state as the implementer of social policy was also emphasized.
