Abstract
Herbert Spencer, 19. yüzyıl liberalizminin en çok tartışılan düşünürlerinden biri olarak bireycilik, laissez-faire ilkesi ve minimal devlet anlayışını sistematik biçimde savunmuştur. Spencer’a göre devletin temel görevi, bireylerin haklarını korumak ve toplumsal düzeni sürdürmektir. Bunun ötesine geçen her türlü müdahale, toplumun doğal evrim sürecini sekteye uğratır. Bu makale, Spencer’ın sınırlı devlet anlayışını; John Stuart Mill, T. H. Green ve Yeni Liberalizm temsilcilerinin yönelttiği eleştiriler çerçevesinde yeniden değerlendirir. Karşılaştırmalı kuramsal bir analiz üzerinden yürütülen tartışma, Spencer’ın düşüncelerinin hem güçlü yanlarını hem de sınırlarını açığa çıkarırken, bireysel özgürlük ile toplumsal sorumluluk arasındaki gerilimin günümüz siyaset teorisinde hâlâ belirleyici bir mesele olduğunu ortaya koyar. Böylelikle çalışma, Spencer’ın liberal düşünceye yaptığı katkıları vurgularken, onun yaklaşımının eksik yönlerini de eleştirel biçimde yeniden tartışmaya açmaktadır.

Abstract
Herbert Spencer, one of the most prominent and controversial thinkers of nineteenth-century liberalism, systematically advocated individualism, the principle of laissez-faire, and the minimal state model. In his view, the essential role of the state is to safeguard individual rights and maintain social order; any intervention beyond these limits disrupts the natural evolutionary process of social development. This article reassesses Spencer’s conception of the limited state through the lens of critiques advanced by John Stuart Mill, T. H. Green, and the representatives of New Liberalism. By employing a comparative theoretical framework, the discussion highlights both the strengths and the weaknesses of Spencer’s approach, while demonstrating that the tension between individual liberty and social responsibility continues to shape contemporary political theory. In this way, the study not only underlines Spencer’s contribution to liberal thought but also critically revisits the shortcomings of his doctrine.
