It is considered that there can be some implemetational and perceptional differences between these two units which performed the same task. The subject of current study is to investigate the perception of professionals who supervised by these two separate units. The purpose of this study is to evaluate the opinions of professionals working in secondary schools and supervised by education inspectors. Qualitative method is conducted to decide whether a difference between the education inspectors and the ministry inspectors in terms of their competencies after the control of secondary school institution managers and whether the control improve the functioning of institutions and managers or not. The study group is composed of 41 secondary school managers. Most of the managers think that these controls provide improvement to themselves and their institutions. The number of the managers who think in a negative way is very few. Based on the statement of ‘we do not face any problems’, it can be said that almost all of the managers do not face any problems while the supervision of education inspectors. While comparing the supervisions of ministry inspectors and education inspectors, the categories are gathered in four dimensions as the ideas which support education inspectors, which are against education inspectors, unbiased ideas and suggestions.
