It is also seen that public relations are not studied professionally and not focused in non-profit organizations although public relation services are applied intensely in these organizations that the capitalism generates. We consider in the context of systems theory, it is seen that this historical development differs today where we experience the communication era and public relation studies become important in even non-profit organizations. In this context, local governments also are obliged to be included in public relations practice field. The duties and responsibilities of local governments increased simultaneously today in which globalism and urbanization gain speed. Therefore, under the domino effect of developing communication and interaction process forced to renew the system of local gvernments, there are great expectations and need for public relations studies in its. Public relations studies stand as a communication process and relationship management that are carried out in order to build a common language between management and public, and to make management to be understood by public easier, establish good will, and provide a healthy communication setting by building mutual understanding. At the same time, local governments that function as a bridge between public and government have an important position in being understandable, obtaining legitimacy, constituting consent, and meeting the demands and expectations of public. Furthermore, adaptation process to European Union- as an external pressure- makes reform in local governments essential and after the changes experienced, public relations studies are beyond the need; they become obligation. In this regard, in our study, situation analysis was conducted by identifying how the existing public relations were in local governments.
