Abstract

January 24 Decisions have started substantial changes in the foundtations of economic structure in Turkey. These desicions sought to reduce the role and presence of the state in the economy. This decision was reinforced by the General Agreement on Trade in Services (GATS), signed in 1995. GATS signatory countries have committed to open health and education services to the market. This agreement has transformed the education into an internationally traded commodity. Since 80’s, this transformation resulted in substantial increase in the number of private schools and universities in Turkey. It is important that this increase in the number of private schools and universities does not alleviate education quality and does not have adverse effects on the sense of social justice in the society.
