Under the light of this basic which has been secured by constitutional, the rights of forest villagers has been searched according to social state concept; it has been investigated whether the ORKOY organization which is established on the social state basic reached to conditioned goals or not. Economical and social functional credits given to forest villagers have been looked over taking into consideration so far the head office was built. How social state law occuring in fundemental law affected forest villagers was analysed being predicated on those credits.
