Abstract

According to the 1982 Constitution, civil servants' personal rights were regulated by law. In this sense, the state is regulating unilaterally and according the 1982 Constitution, the personal rights of civil servants are regulated by law. With the amendment made in 2010, it was also possible to make arrangements by collective agreement on financial and social rights. But during the collective bargaining process, the authorized trade union representing the public officials and government representatives sat at the desk and made amendments to a number of issues involving all public employees. Since 2012, three collective agreements have been signed. In this study, the content of the collective contracts will be analyzed and the legal nature of the contracts and the effect of the regulations on the public personnel regime will be discussed in detail.
