Abstract

The evaluation of the performances of the employees is very important in terms of using the human resource in the most efficient way. The performance evaluation system must be structured according to objective criteria in order for the employee to trust the organization. In this study; we aimed to create an objective, transparent performance evaluation and development system. Recommended system consists of two steps: competency evaluation and the goals-objectives oriented evaluation. Quantitative performance criterias such as the duration of the preliminary evaluation, the satisfaction rate, and the timing of completing the evaluation are discussed at goals-objectives oriented evaluation. These criterias are weighted by the Analytical Hierarchy Process (AHP) method. At the second stage, different competences for managerial group, expert / researcher, administrative and technical staff / assistant service personnel are used. According to the evaluation results, to develop the performance of the employee continuously, the direction that the person needs to develop is determined and the person's development plan is established. In this way, quantitative and qualitative factors can be evaluated at the same time; employee developments can be provided continiously
