This system is based on the establishment of an evaluation process which consists of various stages in itself. It is thought that the public investment management system, which aims the efficient use of the financing resources used in public investment, is particularly important for developing countries and countries with scarce economic resources. The system used by the Agricultural and Rural Development Supporting Institution, which is an important investor organization with the support of grants given to the agricultural investments under the EU-financed IPARD program, is very similar to the management system of public investments.
