Abstract

In the recent years, the decentralization has started to change over the world, two opposite concepts such as globalization and indigenization have created a great change in the societies, the decentralizations have changed as parallel with the indigenization. As the value has increased on the decentralizations which are accepted as a tool in the development of democracy, the reforms have been taken ro reorganize the decentralizations in many countries with Turkey. These reforms which have been done in the field of decentralizations have also been seen on the factors which affect on the administration and the important roles have been given to city councils for the structural regulations about the decentralizations which have been done recently.The municipalities will be able to transfer the domestic people’s opinion to the assembly so that the communication between the central administration and the domestic people can be provided, with the city councils which are made with 5393 numbered municipal law that was enacted in Turkey in 2005. Furthermore, it will strengthen the fact of participation that the citizens’ desires are considered by the city councils. Thus, “The City Councils” which are in 5393 numbered law, have become an impressive sample in the participation and are described as a new participation mechanism will be reviewed within the scope of SoutheasternAnatolia Project (SAP) Region in Turkey, in study, the functions of city councils in the region and their recognition/identifiability will be tried to be revealed with the literature review.
