Abstract

It also contains various clues about the changes and transformations of the rooted and deep historical state of the Ottoman state on the historical scene. Such that; it is possible to consider the bureaucratic tradition of the state, which is shaped in great proportion around mabeyn, seyfiye, ilmiye, and kalemiye within this scope. Because the change and transformation that started as a solution to various expectations and problems that have arisen over time reflected the differentiation needed in the organization of the organization. On the one hand, the custodians were evolved towards the scrutiny, while on the other hand the divinity was reduced in importance to the organization of the humiliation, leaving the meeting in the grand vizier's council. In the following period, the organization of Babıâli increased its weight. In this context, it was aimed to examine the themes such as bureaucratic classes, kalemiye and Babıâli in the Ottoman state in the framework of bureaucracy.
