Abstract

When we look at the founding philosophy of the Ottoman Empire, they were the people who were entrusted by God himself. It was the greatest responsibility to ensure the safety of the citizens life and property. For this reason, the state struggled against those who were involved in banditry to ensure the peace and tranquility of their citizens, from its foundation until its collapse. The most important reason for the unrest in Sivas in the 18th century was the Ottoman Empire gradually getting weaker. The Ottoman Government took military, administrative and judicial measures to prevent the banditry activities in the city of Sivas. As a results of the measures taken by the government, the government had made sanctions on people who performed banditry activities and tried to prevent banditry activities. In this study, an evaluation was made on the banditry activities in Sivas between 1735-1780.
