The most important reason for the unrest in Sivas in the 18th century was the Ottoman Empire gradually getting weaker. The Ottoman Government took military, administrative and judicial measures to prevent the banditry activities in the city of Sivas. As a results of the measures taken by the government, the government had made sanctions on people who performed banditry activities and tried to prevent banditry activities.
