In this study; In order to determine the degree of entrepreneurship, which is one of the most important elements of local economic development, and to determine which province is better than the other, a trade skill index was created with the help of the formula of 11 variables in the Ahiler Development Agency. Official institutions have been utilized in index values. As a result of the analysis, the index value of Aksaray province was 86.11, while Niğde province was 8.33.
