Abstract

Beginning from the second half of the 20th century, especially after 1980s, with the effects of the neoliberal policies, it's been aimed to create smaller but effective countries. States are now drawn as far as possible from public services, and are beginning to choose the way to undertake the minimum number of possible and essential services. They provide this through various collaborations both with the transfer of authority and duty from the center to the private sector. According to the research subject, the most specific examples of the transformation of the central states, including the transfer of authority-duty, will be examined. Within this framework, a common understanding has emerged in many countries of the world and in our country, between different parts of society and different political understandings, to strengthen and develop local governments. Developments that have taken place in most countries in strengthening city administrations, granting autonomy to local administrations and minimizing centralized control over these governments have begun to take place more clearly in international documents and in the constitutions of countries. In this study, the concept of municipality, municipality in our country from past to present and Swedish case and municipalism in Europe have been examined.
