Abstract

Contemporary thoughts, such as the love of children, their nurturing and protection from dangers in the cruel world, have only emerged in the last hundred years. For many years, the protection of children has been considered in the context of human rights. This situation does not change in the context of the United States. As in many countries, the child protection system has also been a social problem neglected in the United States. For many years in the USA, non-governmental organizations and religious organizations have tried to meet the needs in this area. However, it cannot be said that victimized children who are abused and neglected without the support of public administration are properly protected and that their rights are defended and punished for such crimes. However, a sufficient legal regulation could be made in 1974 in order to prevent child abuse and to carry out treatment. In America, the history of child protection can be divided into three periods. First, it extends from the colonial period to 1875 and can be called the period before organized child protection. The second period ranged from 1875 to 1962 and witnessed the emergence and growth of organized child protection through civil society. 1962 shows the beginning of the era of state-sponsored child protection services of the third or modern age. In the United States, around 6 million children apply to child protection services (CPS) every year; 700,000 children are victims of ill-treatment and 250,000 are involved in preventive care. The US has a multi-dimensional child protection system. Many civil organizations are supported in this regard. However, despite all efforts, it cannot be said that the child protection system in the United States provides adequate protection. The purpose of this article is; To investigate the history of the subject in the US context and implications and lessons that can be taken with respect to Turkey is to achieve results.
