Increased population and crowded settlements, the changing world population needed to be able to provide social order, prevent chaos and speak common language, and needed legal and official sanction laws. In the Turkish Language Association's glossary, the regulations defined as ”the official document in which the rules and regulations are prepared in order to ensure the application of the laws and regulations are written ar are prepared, updated and kept in force by the legislators in any specific and needed issue.
