Abstract
28 Avrupa ülkesinden oluşan ve en önemli ekonomik aktörlerden biri olan Avrupa Birliğinin gider bütçesi üzerine yapılan bu çalışmada birlik bütçesinin hazırlanma safhalarına ve harcama kalemlerinin nelerden oluştuğuna değinilmiştir. 1988 yılından başlanarak bugüne kadar uygulanan, yıllık harcama üst sınırlarını belirleyen yöntemle hazırlanan, kabul edilme aşamasında uzun ve şiddetli tartışmaların yaşandığı çok yıllı mali perspektifler sonucu; belirlenen öncelikli politikalar, kaynakların daha etkin kullanılması ve ihtiyaçların karşılanması için harcamalarda meydana gelen dönemsel değişimler ana hatlarıyla incelenmeye çalışılmıştır.

Abstract
In this study focused on the expense budget of the European Union which is consisting of 28 European countries and one of the most important economic actor, it is referred to the preparation phase of the union budge and the reason of the consisting of the expenditure items. The priority policies applied from 1988 to today, prepared with the method which is determining the annual spending ceilings and resulted from the multiannual financial perspectives during the long and intense discussions at the stage of admission and the periodic variations in the expenses because of the more efficient use of resources and meeting the needs are investigated outlines.
