Abstract

Cumhuriyet döneminin en önemli kültür reformlarından biri, 1933’te İsviçreli pedagoji profesörü Albert Malche’nin görevlendirilerek üniversiteler için bir reform planı hazırlamasıdır. Rapora göre yeni bir üniversite kurulacak; çağdaş ve bilimsel bir zihniyetin oluşumu için de yurtdışından akademisyenler getirilecekti. Eğitimde yeniden yapılandırma süreci olarak adlandırılan bu dönemi önemli kılan bir diğer faktör ise Nazi Almanyası’nın ‘akademisyen’ kökenli mağdurlarıyla ortak bir paydada buluşmasıydı. Reform süreci sırasında Almanya’da Hitler liderliğindeki Nazi Rejimi’nin baskıları sonucu yahudi kökenli ve rejime muhalif Alman akademisyenler ülkelerinden ayrılmak zorunda kalırlar. Bu mülteci bilim insanları, İsviçre sürgününde kurdukları “Yurtdışındaki Alman Bilim Adamları Yardım Cemiyeti” ve Türk Hükümeti’nin tam yetkili temsilcisi Prof. Malche’nin yoğun çabaları sonucu Türkiye’ye geliş süreçleri başarılı olur ve bunlar ‘reform planı’ çerçevesinde üniversitelere yerleştirilirler.

Abstract

One of the most important cultural reforms in the Turkish Republic was in 1933 when Swiss pedagogy professor Albert Malche was commissioned to prepare a reform plan for the universities. According to the report, a new university was to be created and for contemporary and scientific mentality, academics were to be brought from abroad. Another very important factor for this period, known as the configuration of the academic education, was the common ground shared with Nazi Germany’s ‘academic’ victims. During this reform period, Jewish academics as well as German academics opposing German Nazi regime under the Rule of Hitler were forced to leave their country. Due to intensive efforts on the side of the “Community of German Scientists Abroad” established by refugee scientists in Switzerland as well as of Prof. Malche, duly authorized negotiator of the Turkish government, these scientists were placed at the universities within the framework of this “reform plan”.
