Abstract
Kentlerin gelişimi konusunda dünya ölçeğinde büyük bir değişim olduğu görülmektedir. Bu değişimin başlıca etkenleri arasında küresel rekabet ve sürdürülebilir gelişme gelmektedir. Genelde küreselleşme dünyada çeşitli konularda etkili olurken, özelde ise bilhassa kentlerin sürdürülebilir gelişme ve rekabet edebilirlikleri üzerinde etkili olduğu söylenebilir. Kentlerin kendilerine has çeşitli sürdürülebilir kentsel gelişme politikalarını üretebilmesi yaşanabilir kentler olmalarına ve gelişmelerine yardımcı olabilir. 2000’li yıllardan sonra Avrupa Birliğine uyum sürecinin hızlanmasıyla birlikte yerel yönetimlere yönelik bir takım gelişmelerin olduğu ve buna bağlı olarak Avrupa ve dünyadaki yerel yönetimlerin sahip olduğu kriterlere uyum sağlayacak reformların yapıldığı bilinmektedir. Bu çerçevede, Türk yerel yönetim yasalarının çoğu yenilenmiş ve yasalarda stratejik yönetim konusu da düzenlenmiştir. Bu anlamda çalışmada, 1970’den sonra önem kazanan sürdürülebilir gelişme ile sürdürülebilir kent kavramları ve bu alandaki AB politikaları incelenecek, ardından stratejik yönetim ve planlamadan bahsedilecek, son olarak seçilmiş bazı büyükşehirlerin stratejik planları incelenerek sürdürülebilir kentlerin oluşturulmasına ilişkin öncelikleri belirlenecek ve değerlendirilmesi yapılacaktır.

Abstract
There has been great transformation on urban development worldwide. Among the main factors of this transformation are global competition and sustainable development. In general, although globalization has become effective on various topics, specifically it can be said that it is effective particularly on sustainable development and global competition of cities. If the cities can develop various sustainable development policies special for themselves, they could become livable cities and gain development. After 2000s, with the speeding up of Turkey’s alignment process with the EU, it is known that some reforms have been made both for the development of local administrations in accordance with the criteria owned by the local administrations in Europe and in the world. In this context, most of the Turkish local administration laws have been renewed and strategic management has been regulated in the laws. In this sense in the study, firstly the terms of sustainable development and sustainable urban and EU policies in this area will be studied, then strategic management and planning will be mentioned, finally, by studying some selected metropolitan municipalities’ strategic plans, priorities of constructing sustainable urbans in the plans will be identified and evaluated.
