Abstract
1980 sonrası Neo-liberal süreçte dünyada ve Türkiye’de önemli siyasi, idari ve ekonomik değişimler yaşanmıştır. Bu değişimlerden en önemlileri; yerelleşme, hızlı kentleşme ve metropolleşme sürecidir. Bu süreçte yerel yönetimlerin görev, yetki ve sorumlulukları ile birlikte harcamaları artmış ve kamusal hizmet sunum sürecinde yerel yönetimler ön plana çıkmaya başlamıştır. Fakat, yerel yönetimlere üstlendikleri sorumlulukları finanse edeceği öz gelir ve kaynakların tahsisi aynı eğilim içerisinde olmamıştır. Bu çalışmada söz konusu ikilem Türkiye’deki belediyeler özelinde ortaya konulmaya çalışılmış ve sorunun (ikilemin) çözümü için politika önerilerinde bulunulmuştur.

Abstract
Important political, administrative and economic changes occurred in Turkey and the world in during post-1980 neo-liberal era. The most important of these changes are decentralization, rapid urbanization and metropolization processes. Authority, spending and responsibility of local governments in this process have boosted and local governments gradually came to the fore in the process of public service delivery. However, allocation of self-income and resources to local governments have not shown a similar level of increase. In this study, this dilemma is analyzed in cases of municipalities in Turkey and made policy recommendations for the solution of the problem (dilemma).
