Abstract

Filistinli Arapların İsrail devletinin 1948 sınırları içerisinde kalan kısmı, bağımsızlık ilanını izleyen dönemde İsrail’in vatandaşları, yasal ve organik bir parçası haline gelmiştir. 1967’de işgal edilen bölgelerdeki Araplar da 1977 sonrası girişilen illegal yerleşim politikalarının etkisiyle fiilen İsrail’in bir parçası haline getirilmiştir. Hukuken ve fiilen İsrail’in bir parçası haline gelmiş bu insanların aynı anda güvenlik tehdidi olarak kodlanmış bulunmaları, Arapların artan nüfusları göz önünde bulundurulduğunda İsrail’in geleceği için esas riski oluşturmaktadır. İsrail’in egemenliği altındakilere yeterince güvenlik sağlayabilmesinin tek yolu, gerek vatandaşı olan Arapların gerekse de işgal bölgelerindeki Arap nüfusun güvenlikdışılaştırılmasından (desecuritisation) geçmektedir. Bu çalışma İsrail-Filistin meselesini güvenlik ve güvenlikleştirme kavramları ekseninde tartışmaya geçmeden evvel güvenlik kavramının ontolojisi üzerinde teorik bir tartışma yürütmeyi gerekli görmektedir. İlk kısımda Güvenlik kavramı ile siyaset-hukuk-etik ve iktisadın etkileşimleri ortaya koyulmakta ve bir teorik çerçeve çizilmektedir. İkinci kısımda da bu teorik çerçeve İsrail-Filistin örnek olayına uygulanmaya çalışılmaktadır.

Abstract

Palestinian Arabs who remained within Israel’s post 1948 borders are transformed into Israel’s citizens and its legal and organic elements. Likewise, with the effect of illegal settlement policies implemented after 1977, Arabs who live in the territories which Israel has occupied in 1967 became de facto part of Israel. The people who are de jure or de facto elements of Israel are in the same time labelel as security threats. And this inconsistent situation is the essential security gap and risk for the future of the state of Israel. The only way of providing security in a sufficent level for the people (Jewish or Arab) under the sovereignty of Israel is desecuritizing its Arab citizens and the Arabs in occupied territories. This work considers that it is essential to perform a theoretical analysis on the onthology of security before dealing with the question of Israel-Palestine in the context of the securitisation and security. In the first part of this study, the interrelation between security, law, politics, ethic and economy is disscussed and a theoretical frame is drawn. In the second part, this theorethical frame is associated with the Israeli-Palestinian case.
