Abstract

Sanayileşme sürecindeki ülkelerde kişi başına gelirin artışıyla beraber, toplam harcamalar içeresinde kamu harcamalarının payının artacağını öngören Wagner yasası yıllardır birçok çalışma için konu olmuş ve bilim camiasında büyük ölçüde yankı uyandırmıştır. Yapmış olduğumuz çalışmada İspanya, Güney Kore, Meksika ve Türkiye için Wagner Yasasının geçerli olup olmadığı 1960-2015 dönemi verileri ile ARDL Sınır testi ile analizi edilmiştir. Bu ülkelerin seçilmesinin sebebi başlangıç yılları itibari ile ekonomik yapılarının birbirine oldukça benzemesi ve son yıllara gelindiğinde ekonomik göstergelerinin büyük oranda farklılaşmasıdır. Elde edilen bulgulara göre Peacock-Wisemann modeli Güney Kore ve Meksika, Gupta modeli Güney Kore, Goffman modeli Meksika, Musgrave modeli Güney Kore, İspanya ve Meksika ve Mann modeli Güney Kore, İspanya ve Meksika için geçerli bulunmuştur. Ayrıca Türkiye için Wagner yasasını destekleyen sonuçlar bulunamamıştır.

Abstract

Wagner's law which foresees that the share of public expenditures will increase in the total expenditure, along with the increase in income per capita in the industrialized countries, has been the subject of many studies for many years and has caused great repercussions in the science community. In the study, Wagner’ law is tested via ARDL to determine whether it is valid for Spain, South Korea and Mexico for period of 1960-2015. The reason for the selection of these countries is that their socioeconomic structures are very similar to each other as of their initial years, and that economic indicators in recent years have largely differentiated. According to the findings, Peacock-Wisemann model for South Korea and Mexico, Gupta model for South Korea, Goffman model for Mexico, Musgrave model for South Korea, Spain and Mexico and Mann model for South Korea, Spain and Mexico are valid. Finally, there are no results for Turkey that support the Wagner’s law.
