Abstract

Hâcib kelimesi sözlükte araya girmek mani olmak birinin bir yere girmesini engellemek; örtmek, gizlemek anlamlarına gelen hacb kelimesinden gelmektedir. Bir kişinin bir yere girmesine engel olan kimse, kapıcı demektir. Divan-ı Lügati’t- Türk’te, tayandı kelimesinden gelen tayangu, mabeynci anlamında kullanılan özgün sözcük şeklinde verilmiştir Hâciblik görevinin ilk defa Muaviye 661-680 veya Abdülmelik bin Mervan (685-705) zamanında kurulduğuna dair görüşlerden hangisinin daha doğru olduğu kesin bir tespit edilememiştir. Bazı tarihçilerimiz hâcibliğin Muaviye zamanında ihdas edildiğini belirtirler. Hâcibliğin Abbasi hilafetinde ve Endülüs Emevi Devleti’nde daha ilk zamanlardan başlayarak mevcut olduğu bilinmektedir. Büyük Selçuklu Devleti’nde de sarayda hükümdardan, bütün devlet teşkilatında ise vezirden sonra en yüksek makam sahibi büyük hâcibdi sarayın her türlü işinden sorumlu idi ve mahiyetinde çeşitli rütbelerden hâcibler bulunuyordu. Karahanlılar’da ulu hâcib saray teşkilatında hükümdardan, bütün devlet teşkilatında da hükümdar ve vezirden sonra gelen en büyük makam sahibi idi. Gazneli tarihçisi Beyhaki, agacinin hükümdara en yakın memur olduğunu, savaşta ve barışta daima yanında bulunduğunu belirtmektedir. Osmanlı Devleti'nin son yıllarına kadar devam eden bu tâbir, mabeyinci manasında kullanılmıştır. Osmanlılarda kapıcıbaşı, saray kapıcılarının âmiri ve büyük zâbiti hakkında kullanılan bir tâbirdir. Devlet merkezine herhangi bir devletin elçisi geldiği zaman bunun saraya gelişinde, kapıcıbaşılardan ikisi ona evvelâ divana götürürler ve sonra da kollarına girip kendisini arz odasında padişahın uzuruna çıkarırlardı. Eyalet valisi olan beylerbeyi veya vezirlere mühim ve gizli bir tebliğ yapılacağı zaman bunlardan biri vasıtasiyle yapılırdı. Bu kurum ve unvanın, Emeviler devrinde Bizans Sasani etkisi ile saray hayatının başlamasıyle ortaya çıktığını ileri sürenler vardır. Bazı tarihçiler İslam öncesi Türk devletlerinde de olduğunu belirterek, menşeini Sasaniler zamanına kadar çıkarırlar.
