Abstract
Üretim faktörlerinin tamamını kullanamayan az gelişmiş ve gelişmekte olan ülkeler, eksik istihdam ile üretimde bulunmaktadır. Bu durum ise ekonomik büyüme ve kalkınma yolunda büyük bir sorun olarak gözükmektedir. Günümüzde istihdam rakamları dendiğinde üretim faktörlerinden biri olan işgücünün istihdamı akla gelmektedir. Özellikle az gelişmiş ve gelişmekte olan ülkelerde işsizlik en önemli makro ekonomik sorun olarak karşımıza çıkmaktadır. İşsizlik oranının yüksek olduğu ülkelerde ekonomik ve sosyal bir kısım olumsuzluklar yaşanmaktadır. Bu çalışmada amaç, 1990-2010 dönemi istihdam rakamlarından hareketle, Türkiye’de işsizliği önlemek için uygulanan politikaların başarılı olup olmadığını karşılaştırmalı analiz yöntemi ile araştırmaktır. Çalışmada yer alan ilgili dönemdeki istihdama ait veriler, Türkiye İstatistik Kurumu (TÜİK) İşgücü İstatistikleri Veri Tabanından alınmıştır. Türkiye’de işsizliği önlemek için uygulanan politikalar kısmen başarılı olmuş ise de artan nüfusa bağlı olarak işsizlik halen en önemli problem olarak gözükmektedir. İşsizliğe çözüm olarak, eğitim-sanayi işbirliği sağlanarak emeğin niteliğini artırmaya yönelik politikalar güdülmelidir.

Abstract
Undeveloped and developing countries, which can not use all of the production factors, are in production with under-employment. This seems to be a major problem for economic growth and development. In today’s world, the employment of the workforce, one of the production factors, comes to mind when the employment figures are taken into account. Unemployment, especially in underdeveloped and developing countries, is the most important macroeconomic problem. Some economic and social problems are faced in countries where the unemployment rate is high. The aim of this study is to examine the comparative analysis method of employment figures starting from the period 1990-2010, whether there are successful policies in Turkey to prevent unemployment or not. The data analyzed about employment in this study was taken from Labor Force Statistics Database of Turkey Statistical Institute (TSI). The policies carried out to prevent the unemployment rate in Turkey was partly successful due to increasing population, also unemployment seems to be still one of the most important problems. As a solution to unemployment, policies should be aimed to increase the quality of labor by providing education-industry cooperation.
