MİLLİ EĞİTİM BAKANLIĞININ TEŞKİLAT VE GÖREVLERİNE İLİŞKİN ÖĞRETMENLERİN GÖRÜŞLERİ: NİTEL BİR ÇALIŞMA

Abstract
Bu çalışmada, 25/8/2011 tarihli 652 Sayılı Kanun Hükmünde Kararname ile Milli Eğitim Bakanlığının görevlerinin yeniden düzenlenmesi neticesinde hayata geçirilen uygulamalarla ilgili öğretmen görüşlerinin ortaya konulması amaçlanmıştır. Çalışma, nitel desende içerik analizi yöntemi ile yapılandırılmıştır. Çalışmanın örneklemini, İstanbul Şişli bölgesinde çalışan amaçlı örnekleme yöntemiyle 20 öğretmen ve Doğu Anadolu Bölgesi Diyarbakır ili kırsalında görevli üç öğretmen oluşturmaktadır. Veri toplama aracı olarak Milli Eğitimin görevlerine ilişkin 652 sayılı kararnamede belirtilen maddelerden oluşan yarı yapılandırılmış soru formu kullanılmıştır. Öğretmenlerle yapılan görüşmeler yüz yüze ve video konferans yoluyla yapılmıştır. Sonuç olarak; öğretmenler, amaçlarda yer alan çağdaş birey yetiştirmeye yönelik maddelerin uygulanmasına ilişkin eksikliklerin olduğunu vurgulamışlardır. Öğretmenler, eğitimde rekabet, müfredat yoğunluğu ve özel eğitim hizmetleri ile ilgili görüşlerini ortaya koymuş bunlara ilişkin önerilerini dile getirmişlerdir.

Abstract
The purpose of this study is to reveal teachers’ perspectives about fullfilment of the implementation related to the reorganization of the duties of the Ministry of National Education with the Decree Law No. 652 dated 25/8/2011. The participants of the study consisted of 20 public school teachers who were working at the various primary and secondary schools in Şişli district of İstanbul. Three of the participants had been worked before at the schools in Districts of Diyarbakır, east part of Turkey. Qualitative data was analysed according to the content analysis. The data was obtained by coding the both face to face interviews and teleconference interview. As a result of thematic analysis, eight themes were revelaed which were teachers’ perspectives through global competition in education, equal opportunity in education, reform in education, participation of disabled students in schooling; curriculum program for gifted students; the teachers’ struggle as regarding such objectives and teachers’ suggestions in that aspect.
