BİR DOĞAL AFET OLAN “DEPREM” İLE BİR SOSYAL AFET OLAN “TERÖR EYLEMLERİ” NDE, İDARENİN SORUMLULUĞUNUN BETİMLENMESİ

Abstract
Afet kavramı; toplum üzerinde önemli kayıplar ya da zararlar bırakan olayların genelini ifade etmektedir. Teorik olarak incelendiğinde; afetlerin kendi içerisinde çeşitli ayrımlara tabi tutulduğu, bunlardan en önemlisinin ise, doğal afet ve sosyal afet ayrımı olduğu bilinmektedir. Doğal afetler; deprem, sel gibi, bir toplum üzerinde önemli zararlar oluşturan doğa olayları iken, sosyal afetler ise; terör ya da çeşitli sosyal olaylar gibi, oluşumları itibariyle insan kaynaklı olan afetler olarak tanımlanmaktadır. Bu çalışmada, afet kavramına ait ayrımlardan ikisi olan, doğal afetler ile sosyal afetlerde idarenin sorumlulukları ortaya konmaya çalışılmıştır. Çalışmada, yapılan araştırmanın daha etkin bir biçimde ortaya konması açısından, bir doğal afet olarak “deprem” örneği ile bir sosyal afet olan “terör eylemleri” örneği ele alınmıştır. İdareye ait sorumlulukların daha rahat incelenmesi açısından; ortaya konan çalışma iki bölümden oluşturulmuş olup, ilk bölümde öncelikle kavramsal bir çerçeve dâhilinde teorik bilgiler verilmiştir. İkinci bölümde ise, çalışmanın ana konusu olan, “deprem” ve “terör eylemleri” (olayları) örneğinde idarenin sorumlulukları betimlenmeye çalışılmıştır.

In this study, the responsibilities of the administration in natural disasters and social disasters, which are two of the distinctions regarding the concept of disasters, are tried to be revealed. In the study, the example of "earthquake" as a natural disaster and the example of "terrorist actions", which is a social disaster, were discussed in order to present the research more effectively. In terms of examining the responsibilities of the administration more comfortably; The study is composed of two parts, and in the first part, theoretical information is given within a conceptual framework In the second part, the responsibilities of the administration are tried to be described in the example of "earthquake" and "terrorist acts" (events), which is the main subject of the study.
