Abstract
Kıbrıs konusu uzun yıllardır var olan ve ülkelerin dış politika davranışlarını etkileyen önemli bir sorun olarak ele alınmaktadır. Güney Kıbrıs Rum Yönetimi’nin (GKRY) Avrupa Birliği üyeliğinin ardından yaşanan tartışmalar ve günümüzde Doğu Akdeniz enerji krizinde yaşananlar; Avrupa Birliğinin Kıbrıs politikasında oluşan dönüşümleri anlamak açısından önemli görülmektedir. Kıbrıs sorununa Avrupa Birliği bakışını ortaya koymayı amaçlayan bu çalışma, öncelikle Kıbrıs Adası’nın tarihini açıklayacaktır. Tarihsel sürecin anlaşılmasının ardından Kıbrıs sorunu tanımlanacak, tarafların ve Avrupa Birliği’nin konuya bakışı değerlendirilecektir. Böylece sorunun tarihsel perspektiften ortaya konması mümkün olacaktır. Kıbrıs meselesinin doğru anlaşılabilmesi için geçmişten günümüze incelenmesi gerekli olmaktadır. Gerek Kıbrıs meselesi gerekse Doğu Akdeniz konusu, Ada’ya Avrupa Birliği’nin bakışı bağlamında uzun süre gündemde kalacak gibi görünmektedir.

Abstract
The Cyprus issue is considered as an important problem that has existed for many years and affects the foreign policy behavior of countries. The debates experienced after the membership of the Greek Cypriot Administration of Southern Cyprus to the European Union and what is experienced in the Eastern Mediterranean energy crisis today are seen as important in understanding the transformations in the Cyprus policy of the European Union. This study, which aims to reveal the European Union perspective on the Cyprus issue, will first explain the history of the Cyprus Island. After the historical process is understood, the Cyprus issue will be defined and the perspective of the parts and the European Union will be evaluated. Thus, it will be possible to show the problem from a historical perspective. In order to understand the Cyprus issue deeply, it is necessary to examine it from the past to the present. Both the Cyprus issue and the Eastern Mediterranean issue seem to remain on the agenda for a long time in the context of the European Union's view of the island.
