Abstract

II. Dünya Savaşı’nın başlamasıyla birlikte birçok ülke gibi Türkiye de birtakım tedbirler almış ve izlemiş olduğu dış politikayla savaş dışı kalmayı başarabilmiştir. Ancak savaşın ekonomi üzerindeki yükünü derinden hissetmiştir. Savaş ekonomisi ve uygulamaları birçok alanda olduğu gibi sağlık alanına da yansımış; bu alanda bütçe kısıtlamalarına gidilmesi bulaşıcı hastalıklarla mücadelenin çoğu zaman aksamasına neden olmuştur. Bu süreçte Anadolu’nun pek çok kenti gibi Urfa da bulaşıcı hastalıklarla mücadele etmiş ve zorlu bir sınavdan geçmiştir. Bu çalışmada, II. Dünya Savaşı sürecinde Urfa’nın bulaşıcı hastalıklarla mücadelesi ele alınmıştır. Araştırmada Cumhurbaşkanlığı Devlet Arşivleri’nde yer alan belgelerin yanı sıra Urfa’nın yerel gazeteleri de taranmış ve elde edilen bilgiler sözlü tarih çalışmasıyla sentezlenmiştir. Araştırma sonucunda savaş yıllarında bütçe yetersizliği, sağlık personeli eksikliği, bulaşıcı hastalıklarla mücadelede kullanılan ilaçların yeterli miktarda temin edilememesi ve şehrin kendine özgü koşullarının Urfa’da bulaşıcı hastalıklarla mücadelede zorluklara neden olduğu saptanmıştır. Bunun yanı sıra halkın resmi sağlık hizmetlerine ilaveten alternatif tıbba da yöneldiği ve bu şekilde de hastalıklarını tedavi etmeye çalıştıkları sonucuna ulaşılmıştır.

Abstract

With the start of the Second World War, Turkey, like many other countries, took some precautions and managed to stay out of the war with its foreign policy. However, it deeply felt the burden of the war on the economy. War economy and its applications are reflected in the field of health as well as in many other fields; Budgetary constraints in this area have often disrupted the fight against communicable diseases. In this process, like many cities in Anatolia, Urfa struggled with infectious diseases and went through a tough test. In this study, the struggle of Urfa against infectious diseases during the Second World War is discussed. In the research, documents in the Presidency State Archives as well as the local newspapers of Urfa were scanned and the obtained information was synthesized with an oral history study. As a result of the research, it was determined that during the war years, the lack of budget,  the lack of health personnel, the inadequacy of the drugs used in the fight against infectious diseases and the unique conditions of the city caused difficulties to fight against infectious diseases. In addition to the official health services, it was concluded that the people in Urfa turned to alternative medicine and tried to treat their diseases in this way.
