Abstract
Bu çalışmada İzmir’in kalabalık nüfuslu ilçelerinden Bayraklı’nın gelişimi ele alınmıştır. 16. Yüzyıl kayıtlarında Bayraklı’nın küçük bir kır yerleşimi olduğu görülmektedir. Ancak bundan sonraki süreçte Bayraklı yerleşiminde bir büyüme ve gelişme olmamıştır. 19. Yüzyılın sonunda İzmir Körfezi’nin güney ve kuzey sahillerindeki tenha muhitler hızla gelişmeye başlamıştır. Şehrin büyümesinin sonucunda bu muhitler özellikle devlet erkanı, eşraf, yerli ve yabancı tüccarlar tarafından meskûn hale getirilmiştir. Aynı zamanda kara ve deniz ulaşımdaki gelişmeler bu yerleşimlerin büyümesini hızlandırmıştır. İzmir’in tanınmış tüccarlarından Yahya Hayati Paşa da bölgenin kaderini etkilemiştir. Buradaki mülkünde kurduğu mahalle ile yerleşim gelişmeye başlamıştır. Bölgeye içme suyu getirmiş, Hamidiye Vapur Şirketi de ulaşımı kolaylaştırmıştır. Dolayısıyla günümüzdeki Bayraklı ilçesinin büyümesindeki ilk önemli etkiyi Yahya Hayati Paşa yapmıştır.

Abstract
In this study, the development of Bayrakli, one of the crowded districts of İzmir, is discussed. It is seen in the records of the 16th century that Bayrakli was a small rural settlement. However, there was no growth and development in Bayrakli settlement in the following period. At the end of the 19th century, secluded neighborhoods on the southern and northern coasts of Izmir Bay began to develop rapidly. As a result of the growth of the city, these neighborhoods were settled by the state officials, notables, local and foreign merchants. At the same time, developments in land and sea transportation accelerated the growth of these settlements. Yahya Hayati Pasha, one of the well-known merchants of Izmir, also affected the fate of the region. With the neighborhood he established on his property here, the settlement began to develop. It brought drinking water to the region, and the Hamidiye Ferry Company facilitated transportation. Therefore, Yahya Hayati Pasha made the first significant impact on the growth of today's Bayraklı district.
