Abstract
Bu çalışmada ABD’nin güvenlik stratejisinin şekillenme süreci ve bu güvenlik stratejisinin doktrinlerle birlikte değişim, gelişim süreçleri incelenmiştir. Çalışmada, ABD’nin güvenlik stratejisi; ilk dönem güvenlik stratejisi, 1. Dünya Savaşı Dönemi, 2. Dünya Savaşı Dönemi, Dünya’da Soğuk Savaş Dönemi, 90’lı yıllardan günümüze kadar olan dönem olmak üzere beş aşamada ele alınmıştır. 2001 yılına gelindiği zaman ABD’de yaşanan 11 Eylül terör saldırıları neticesinde ABD güvenlik perspektifinde değişiklik yaparak bundan sonra terör odaklı bir strateji izlemeye başlaması olmuştur ve bu dönemde ABD güvenlik alanındaki harcamalarını daha çok arttırmıştır. Bu dönem ABD’nin dünyada yaptığı müdahaleler terör veya terör örgütlerinin tehdidi üzerine olduğudur. Sonrasında yaşanan gelişmeler uzay güvenliği ve dünyadaki dijital ortamdan dolayı yaşanan gelişmeler siber güvenlik kavramlarının ortaya çıkmasına ve ön planda tutulmasına neden olmuştur. ABD’nin bundan sonrada gelişen dünya şartlarına paralel olarak yeni güvenlik stratejileri belirleyeceğidir. Dünya’nın güçlü devletlerinden olması neticesinde ABD’nin güvenlik stratejileri diğer devletler tarafından da önemle takip edilmektedir.

Abstract
In this study, the shaping process of the security strategy of the USA and the change and development processes of this security strategy together with the doctrines are examined. In the study, the security strategy of the USA; The first period security strategy has been handled in five stages: the First World War Period, the Second World War Period, the Cold War Period in the world, and the period from the 90's to the present. In 2001, as a result of the September 11 terrorist attacks in the USA, the USA changed its security perspective and started to follow a terrorism-oriented strategy, and in this period, the USA increased its expenditures in the field of security. In this period, the interventions of the USA in the world are on the threat of terrorism or terrorist organizations. The developments that took place afterwards, due to space security and the digital environment in the world, caused the emergence of cyber security concepts and keeping them in the foreground. The USA will determine new security strategies in parallel with the developing world conditions from now on. As a result of being one of the strongest states in the world, the security strategies of the USA are also followed by other states.
