DR. LEİMGRUBER’İN TÜRKİYE DEVLET VE BELEDİYE TEŞKİLATLARININ RASYONALİZASYONU HAKKINDA RAPORU (1951)

Abstract
Demokrat Parti Dönemi’nde devlet yönetiminde verimliliği hedefleyen bir rapor yazması için İsviçre’den Dr. Oscar Leimgruber Türkiye’ye davet edilmiş ve rapor için Dr. Leimgruber’e devlet bütçesinden para verilmiştir. Bu çalışma Türkiye’nin rasyonalizasyon faaliyetleri olarak adlandırdığı, devlet teşkilatının ve işleyişinin gözden geçirilerek aksaklıkların giderilmesini ve idari yapının modernleştirilmesini amaçlayan 1951 yılında rasyonalizasyon faaliyetlerini gerçekleştirmek için Türkiye’ye getirilen İsviçreli Oscar Leimgruber’in hazırladığı raporlar ve bu raporların mevcut yapının dönüşümü noktasında ne tür tedbirler ve tavsiyelerde bulunduğu izah edilmeye çalışılmıştır. Bu bağlamda raporların dönemin Türkiye’sinin idari ve sosyal anlamda bir portresini çizmiş olması da çalışmaya konu olma nedenlerinden biridir. Demokrat Parti devlet yönetiminde Leimgruber’in hazırladığı raporun bir kısmına uygun hareket ederken bir kısmını ise adeta hiç görmemiş gibi hareket etmiştir. Bununla birlikte rapor Türk kamu yönetimi tarihi açısından olumlu bir gelişmedir.

Abstract
Dr. Oscar Leimgruber from Switzerland was invited to Turkey to write a report aiming to renew the state administration during the Democratic Party Era and Dr. Leimgruber was given money from the state budget. This study aims to review the state organization and its functioning, to eliminate the disruptions and to modernize the administrative structure. and recommendations were tried to be explained. In this context, the fact that the reports drew an administrative and social portrait of the Turkey of the period is one of the reasons for being the subject of the study. While the Democratic Party acted in accordance with some of the report prepared by Leimgruber in the state administration, some of it acted as if it had never seen it. However, the report is a positive development in terms of Turkish public administration history.
