Abstract
Kendi güdümünde tek kutuplu dünya sistemini konsolide etmek için dünyanın sayılı enerji kaynaklarının bulunduğu Orta Asya’da kontrol sağlamayı hedefleyen ABD, 11 Eylül terör saldırılarını gerekçe göstererek Afganistan’a müdahale etmiş ve Taliban rejimini devirmiştir. Ancak 20 yıl süren savaş neticesinde Afganistan’da bir türlü inşa edilemeyen ulus devlet, oluşan ağır ekonomik, askeri ve personel maliyetler nedeniyle kamuoyunun işgale karşı artan tepkileri, ABD’yi 15 Ağustos 2021’de yönetimi tekrar Taliban’a bırakarak geri çekilmeye zorlamıştır. ABD’nin sahip olduğu göreceli üstün güç kapasitesine rağmen Çin ve Rusya, askeri, politik ve ekonomik olarak ABD’nin hareket kabiliyeti uluslararası sistemde daraltılabilmektedir. Bunun soncunda uluslararası sistem ise tek kutuplu olmaktan çıkarak çok kutupluluğa doğru evrilmektedir.

Abstract
Aiming to gain control in Central Asia, where the world's leading energy resources are located, in order to consolidate the unipolar world system under its own direction, the USA intervened in Afghanistan, citing the September 11 terrorist attacks, and overthrew the Taliban regime. However, the nation-state, which could not be built in Afghanistan as a result of the 20-year war, and the increasing public reaction against the occupation due to the heavy economic, military and personnel costs, forced the USA to withdraw, leaving the administration to the Taliban again on August 15, 2021. Despite the relative superior power capacity of the USA, China and Russia, the US's ability to move militarily, politically and economically, can be narrowed in the international system. As a result, the international system is evolving from being unipolar to multipolar.
