Abstract
Peçenekler Orta Asya’dan Orta Avrupa’ya kadar uzanan geniş bir coğrafyada, iki yüz elli yıldan daha uzun bir dönem boyunca faaliyetlerde bulunmuş önemli bir Türk topluluğudur. Ancak siyasi hayatlarının farklı dönemlerinde faaliyetlerinin ağırlık merkezini farklı coğrafyalar oluşturmuştur. Bu uzun tarihleri boyunca Peçenekler birçok farklı toplulukla bir arada yaşamışlar ve ilişkide bulunmuşlardır. En yoğun ilişki kurulan topluluklar arasında Oğuzlar, Kumanlar, Hazarlar, Bulgarlar, Ruslar, Macarlar ve Bizans Devleti sayılabilir. Peçeneklerin temas kurduğu veya ilişkide bulunduğu önemli topluluklardan biri kuşkusuz Bulgarlardır. Erken tarihlerinde bir dağılma yaşayan ve iki farklı yapı olarak karşımıza çıkan Bulgarlarla Peçeneklerin ilişkileri bu iki farklı yapıyla ayrı ayrı dönemlerde ve coğrafyalarda gelişmiştir. Farklı iki Bulgar grubundan İdil Bulgarları ile olan siyasi ilişkiler hakkındaki bilgilerimiz oldukça kısıtlıdır, Tuna Bulgarları ile ilişkiler ise biraz daha geniş bilgi sahibi olduğumuz döneme denk gelmektedir. Bu çalışmadaki amacımız mevcut kaynaklar ışığında iki topluluğun birbiriyle olan siyasi ilişkilerini tespit etmek ve bu ilişkilerin seyrini etkileyen faktörleri ortaya koymaya çalışmaktır.

Abstract
The Pechenegs are an important Turkish community that has been active in a wide geography from Central Asia to Central Europe for more than two hundred and fifty years. However, in different periods of their political lives, different geographies formed the center of gravity of their activities. Throughout their long history, the Pechenegs coexisted and interacted with many different communities. Oghuz, Cumans, Khazars, Bulgarians, Russians, Hungarians and the Byzantine State can be counted among the communities that Pechenegs came into contact with. Undoubtedly, Bulgarians are one of the important communities that the Pechenegs came into contact with. The relations between the Bulgarians, who experienced a disintegration in their early history and emerged as two different structures, the Pechenegs developed in separate periods and geographies with these two different structures. Our information about the relations with the Volga Bulgarians is quite limited, and the relations with the Danubian Bulgarians correspond to the period when we have a little more information. Our aim in this study is to determine the relations of the two communities with each other in the light of available sources and to try to reveal the factors that affect the course of these relations.
